At a time of unprecedented Israeli repression and violations of human rights, when Israel is relentlessly pursuing the construction of its colonial Wall and settlements, both declared illegal by the International Court of Justice at the Hague in July 2004, we, representatives of Palestinian civil society, urge you to cancel your planned performance in Israel. On 29 May 2006, “British academics proved once again that they are up to the challenge of meeting injustice with the powerful message of civil resistance.” So said the Palestinian Academic Campaign for the Boycott of Israel (PACBI) in response to a vote by the UK’s National Association of Teachers in Further and Higher Education (NATFHE) to impose an academic boycott of Israel in response to its “apartheid policies.” PACBI added that, “Just as in the South African case, a comprehensive regime of sanctions and boycotts remains … the most morally sound strategy in bringing about Israel’s compliance with international law and universal principles of human rights.” Read more about Palestinians welcome UK vote for Israel academic boycott
At this time of escalating colonial repression, coupled with a particularly inhumane and illegal siege, Palestinians will be eagerly following the deliberations of the Council when it convenes on May 27, and are heartened by the growing movement of boycott, divestment and sanctions. We believe that this is a courageous initiative; it comes at a time when it is becoming increasingly clear that the international community, as represented by the centers and institutions of global power, is incapable of delivering justice to the Palestinian people. The Palestinian Campaign for the Academic and Cultural Boycott of Israel (PACBI) has decided to omit from its 2004 Call for Boycott (enclosed below) an exclusion clause which has been justifiably misunderstood by supporters and misrepresented by critics as inconsistent with the institutional boycott advocated by PACBI. With this revision, PACBI sincerely hopes that, rather than being sidetracked by discussions on a formal and unintentional discrepancy in the drafting of our Call, the debate will once again focus on the very real grounds for this boycott Call, namely Israel’s military occupation and colonization, its denial of refugee rights and its system of racial discrimination against its own Palestinian citizens. In 2004 the 20th Haifa International film festival established a section for “New Palestinian Cinema” in cooperation with Masharaf magazine in Haifa. Several Palestinian film makers were invited to present their films at this festival. A number of us at Palestinian Campaign for the Academic and Cultural Boycott of Israel (PACBI) contacted some of these filmmakers to urge them not to participate in that festival. There were two main reasons for that: the first was that the film festival was sponsored by the Israeli government and held under the patronage of Limor Livnat a minister in Sharon’s government and a member of the Likud party, well-known for her racist and Zionist positions and actions. The Special Council of the Association of University Teachers (AUT) in the United Kingdom will be convening to reconsider the motions to boycott two Israeli universities passed less than a month ago. Considering the well-orchestrated campaign of vilification and misinformation aimed at demonizing and discrediting the idea of boycott and boycott activists in the UK and beyond, it will not be surprising if the Special Council revokes the boycott motions. Despite this anticipated setback, the inspiring process of awareness building and mobilizing that was launched in preparation for the AUT’s initial meeting will persist and can only grow. During a press conference held at Birzeit University’s Media Institute on May 25, 2005, the Federation of Unions of Palestinian Universities’ Professors and Employees, Birzeit University Employees Union and the Palestinian Campaign for the Academic and Cultural Boycott of Israel (PACBI), together stated their support for the courageous decision taken by the Association of University Teachers in the United Kingdom (AUT), on 22 April 2005, to boycott Haifa and Bar Ilan Universities in Israel as institutions complicit in the illegal and violent occupation of Palestinian land. They further voiced their strong condemnation of the signing of an agreement between the President of Al Quds University, Dr. Sari Nusseibeh, and the President of the Hebrew University. The Association of University Teachers (AUT) in the UK voted in its Council meeting today to boycott Haifa and Bar-Ilan Universities[1] and to disseminate to all its chapters our Call for Boycott of Israeli academic institutions. This historic decision, which sets a landmark precedent, stands as a major achievement in the struggle to attain a just peace in our region. Finally, boycotting Israeli institutions, as a morally and politically sound response to Israel�s crimes, is on the mainstream agenda in the west; and no one can ignore it now.
