JERUSALEM, 27 August (IPS) - Israel has published tenders for the construction of 1,761 illegal housing units for Israeli settlers in occupied East Jerusalem alone, according to the Israeli rights group Peace Now. The expansion plans come despite promises by the Israeli government at last year’s peace summit at Annapolis, Maryland to freeze all settlement growth.

RAMALLAH, West Bank (IPS) - Over a hundred Fatah fighters loyal to Palestinian President Mahmoud Abbas’s Fatah movement fled to the West Bank from Gaza last week, fearing for their lives at the hands of Hamas, the Islamic movement which took over the Gaza Strip in June 2007 after it routed Fatah forces.

EAST JERUSALEM, West Bank (IPS) - Palestinians from all ranks of society have pulled together to tackle the issue of AIDS, despite the increasing factional violence and chaos in the Palestinian territories. Hamas, which has authority in Gaza, and the Palestinian Authority in charge of the West Bank, and Christian and Muslim leaders, in conjunction with various UN organizations and non-governmental organizations, have worked together to ensure that the Palestinian territories retain a very low rate of HIV and AIDS infection.

RAMALLAH, West Bank (IPS) - Only six percent of probes into offenses allegedly committed by Israeli soldiers and settlers against Palestinians in the occupied West Bank yield indictments, a new report says. The report “Justice for All” released last week by the Israeli human rights group Yesh Din examined 205 cases of alleged assault by Israeli settlers that were reported over the years. Only in 13 cases were indictments filed, while 163 cases were closed.

BIL’IN, West Bank (IPS) - A YouTube video showing a blindfolded and handcuffed Palestinian being fired on at close range by an Israeli soldier in the presence of a Lieutenant-Colonel, has made international and regional headlines. Ashraf Abu-Rahma was arrested, beaten up, forced to sit blindfolded and handcuffed and then deliberately shot on his foot from less than a meter away.

HEBRON (IPS) - The Israeli military has erected three additional roadblocks, further blocking vehicular access on the road between the south Hebron village of al-Tuwani and the commercial hub of Yatta in the southern West Bank. The West Bank is the Palestinian area west of the Jordan river, much of it under Israeli control.

RAMALLAH (IPS) - Ambulances were again prevented Monday from entering the central West Bank village of Ni’ilin, near Ramallah, to evacuate the ill and the wounded. Supplies of medicines were running low, as confrontations continued with youths defying a four-day-old curfew imposed by the Israeli military.

GAZA CITY (IPS) - The assault of IPS Gaza correspondent Mohammed Omer has left Israeli security personnel with a lot of explaining to do. And they are not doing a very good job of it. Omer was abused and assaulted by Israeli security personnel at the Allenby border crossing into Israel from Jordan as he tried to return to his home last week in the Gaza Strip. Omer was returning from Europe where he had addressed European parliamentarians on the situation on the ground in Gaza.

GAZA CITY (IPS) - Mohammed Omer, the Gaza correspondent of IPS, and joint winner of the 2008 Martha Gellhorn Prize for Journalism, was strip-searched at gunpoint, assaulted and abused by Israeli security officials at the Allenby border crossing between Jordan and the West Bank on Thursday as he tried to return home to Gaza.
