Commission on Human Rights starts debate on violations in occupied Arab territories



The Commission on Human Rights this afternoon started its general debate on the question of the violation of human rights in the occupied Arab territories, including Palestine, after it concluded its general debate on the right to development. John Dugard, the Special Rapporteur on the situation of human rights in the Palestinian territories occupied by Israel since 1967, told the Commission that the level of violence had dropped substantially since Mahmoud Abbas and Ariel Sharon had met in Sharm el-Sheikh on 8 February, but said that developments had failed to address the main violations of human rights in the occupied territories — the settlements, the wall, checkpoints, roadblocks, imprisonment of Gaza, and the continued incarceration of more than 7,000 Palestinians.

The Commission on Human Rights this morning continued its general debate on the question of the violation of human rights in the occupied Arab territories, including Palestine. The Representative of Palestine said he extended a hand to the Israeli neighbour in order to live side-by-side in peace, harmony and cooperation. The Representative of Israel said dramatic changes were taking place in the real world, perhaps nowhere more so than in Israel and the Palestinian territories. Israeli and Palestinian undertakings, agreed at the Sharm el-Sheikh summit, as well as the renewed commitment to the Road Map, had created a new reality of shared responsibility.

Special Rapporteur: Israel will remain occupier after disengagement



Israel will remain an occupying power, subject to the Fourth Geneva Convention, wrote UN Special Rapporteur John Dugard in his most recent report to the UN Human Rights Commission. In his report to the Commission, Dugard said that Israel does not plan to relinquish its grasp on the Gaza Strip. “It plans to retain ultimate control over Gaza by controlling its borders, territorial sea and airspace. Consequently, it will in law remain an Occupying Power still subject to obligations under the Fourth Geneva Convention. Dugards report focused upon military incursions into the Gaza Strip, the demolition of homes, violations of human rights and humanitarian law arising from the construction of the Wall and the pervasiveness of restrictions of movement. 

Special Rapporteur on violence against women to visit Palestine



Yakin Ertürk, Special Rapporteur of the United Nations Commission on Human Rights on violence against women, its causes and consequences, will visit the Occupied Palestinian Territories from 13 to 18 June 2004. Mrs. Ertürk aims to gather first-hand information on the question of violence against women during times of conflict. The Special Rapporteur is scheduled to visit Jerusalem, the West Bank and the Gaza strip. During the visit she will meet with representatives of the Israeli Government, the Palestinian Authority, non-governmental organizations, women’s organizations and individuals engaged in human rights work, as well as with United Nations officials. 

Human Rights Commission concludes debate on Palestine



This afternoon the UN Human Rights Commission concluded its consideration of the human rights situation in the occupied territories, hearing a series of national representatives call upon Israel to cease human rights violations in occupied Palestine and to dismantle a security barrier built on Palestinian land. Islamic countries, including Malaysia, the Syrian Arab Republic, Morocco, Algeria, and Jordan, said the wall was intended to intensify the difficulties of daily life in the occupied regions and would severely limit Palestinians’ freedom of movement, access to work and health care, and agricultural activities. 

Commission starts general debate on violation of human rights in the occupied territories



The Commission on Human Rights today started its general debate on the violation of human rights in the occupied Arab territories, including Palestine, after it concluded its discussion on the right to development. Many speakers denounced Israel’s actions in the occupied Palestinian territory, in particular the construction of a separation Wall. Delegates said the international community had to ensure that Israel implemented United Nations resolutions which called on it to withdraw from the occupied Arab territories. John Dugard, the Special Rapporteur, presented his report to the Commission on 19 March. 

Commission on Human Rights condemns assassination of Sheikh Ahmad Yassin



The Commission on Human Rights this morning strongly condemned the continuing grave violations of human rights in the occupied Palestinian territory, in particular the tragic assassination of Sheikh Ahmed Yassin on 22 March 2004. In a resolution adopted following an urgent special sitting on the situation in the occupied Palestinian territory resulting from the assassination, the Commission noted with grave concern the implications of such targeted assassinations, liquidation and murder of political leadership by the Israeli occupation forces on the overall situation in the occupied Palestinian territory. 

UN Human rights expert slams Israel on violations of the right to housing

The Special Rapporteur on adequate housing of the United Nations Commission on Human Rights, Mr. Miloon Kothari, has expressed concern over the sharp rise in the destruction of property and land in the occupied Palestinian territory (OPT) since the build-up to the war in Iraq. 

US lone vote against human rights resolution on the occupied Arab territories

The Commission on Human Rights adopted resolutions this morning calling for Israel to cease repressive measures in the occupied Syrian Golan; end human rights abuses and withdraw from Palestinian territories occupied since 1967; and halt the construction of settlements in the occupied Arab territories. The three measures, adopted by roll-call votes, were tabled under the Commission’s agenda item on the “question of the violation of human rights in the occupied Arab territories, including Palestine”.
