A group of armed men broke into the Central Elections Commission office in Rafah and prevented the functioning of the office. According to fieldworkers of Al Mezan Centre for Human Rights, three persons armed with automatic rifles broke into the Rafah branch of the Central Elections Committee office, located in Ottoman Ibn Affan, near Najma junction in the Shabura area. The armed group gave the workers one hour to finalize their work, after which they closed the office. A statement was issued by the group, in the name of the “Islamic Army”, stating without specifically targeting the Central Elections Committee that the office was being closed down for being a place of corruption. On November 10, 1975 the General Assembly of the United Nations adopted resolution 3376 establishing the Committee on the Exercise of the Inalienable Rights of the Palestinian People. Today is not a cause for celebration but rather an opportunity for all of us to reflect upon decades of failed efforts to resolve the question of Palestine. Today’s anniversary also reminds us that we have to redouble our efforts at bringing about a just solution of the question of Palestine. Since its inception, the Committee has advocated a peaceful solution of the question of Palestine in accordance with principles of international law. As the Committee continued its debate on the Special Committee’s work, Israel’s delegate reacted to that body’s report by saying every year, it submitted draft resolutions and reports that were discussed at great length in the Fourth Committee, and every year, the Israeli delegation drew attention to such waste and redundancy for a United Nations budget that was woefully overtaxed. “The only effect of this absurd, indeed shameful, waste of resources is to further undermine the credibility of the United Nations as a relevant, serious and balanced player in the global arena.” Citing recent Israeli “practices”, he said his country had withdrawn its military forces from the Gaza Strip, and evacuated 24 Jewish communities amounting to more than 8,000 people. The Government of Spain has stepped-up its support to UNICEF education humanitarian action through contributing €1 million (US$ 1.2 million) for Palestinian children in the occupied Palestinian territory. The major issue of concern in education is to ensure full access to learning opportunities and to guarantee good-quality learning in a child-friendly environment. The quality of education is showing signs of decline and in the worst affected areas, the learning achievements for students are deteriorating. Few children have the opportunity to experience a child-friendly learning environment with safe spaces and opportunities for sports and recreation. Israel’s continued confiscation of lands, destruction of homes, and exploitation of natural resources had remained the leading causes of the socio-economic crisis in the occupied Palestinian territories, a senior United Nations official told the Second Committee today, as it discussed permanent sovereignty of occupied Arab peoples over their natural resources. Introducing the report on that subject, Mervat Tallawy, Executive Secretary of the Economic and Social Commission for Western Asia (ESCWA), stressed that agricultural losses in the occupied territories, especially the uprooting of more than a million olive trees, the demolition of homes and restrictions on the movement of goods and persons had deepened unemployment and poverty. United Nations Secretary-General Kofi Annan and the other principles of the Diplomatic Quartet today consulted on the latest violence in the Middle East, condemning Wednesday’s terrorist attack in Israel claimed by the Damascus-based Palestinian Islamic Jihad and calling on Syria to take immediate action against the group. In a separate statement, Secretary-General Kofi Annan voiced deep concern at the further escalation of violence in the past 24 hours in the Middle East, deploring action taken in Jabalya refugee camp in Gaza on Wednesday. On 26 September 2005, the Palestinian Counseling Centre (the PCC) announced the results of a survey on the psychological implications of the construction of the wall on people from five villages in the Qalqilya district. In 2003, the PCC conducted a pilot study, which was followed by the survey from early 2004 to August 2005. The study showed a proportional relationship between exposure to the wall and the occurrence of nightmares and aggressive behaviour in adolescents and children. The PCC’s study makes it clear that the wall has an impact on the mental health of adults and children. According to the PCC, the wall can be seen as a construction meant to confine and isolate people, which are the key characteristics of a prison. Voicing surprise at Arab League criticism of his Special Coordinator for the Middle East Peace Process, United Nations Secretary-General Kofi Annan today reaffirmed his full confidence in the official, Alvaro de Soto, and said he expected all parties to work with him in the common search for peace. Arab League Secretary-General Amre Moussa issued a statement yesterday criticizing Mr. de Soto for his briefing to the Security Council on 23 September. “There was nothing in that briefing that could be construed as supporting the construction by Israel of the barrier on occupied Palestinian land,” Mr. Annan said in a statement issued by his spokesman. “The position taken by Mr. de Soto was entirely consistent with decisions taken in the General Assembly and the Security Council on this issue,” the statement added. Energetic coordination, cooperation and engagement by Israelis, Palestinians and the international community were needed to translate the disengagement from Gaza into a sustained and negotiated peace, Ibrahim Gambari, Under-Secretary-General for Political Affairs, told the Security Council this morning. “An upsurge in violence has undermined the positive political developments and dulled the sense of optimism that had resulted from last month’s Gaza disengagement”, he said during the monthly briefing to the Council on the situation in the Middle East. “The political track has to be resilient to the inevitable ups and downs of this unstable post-engagement period”, he added.
