Press freedom groups protest Israeli restrictions

Leading press freedom groups have called on the Israeli government to stop intimidating journalists and to allow media access to the West Bank in the current conflict.

The groups also called on Palestinian factions to stop confiscating materials, intimidating journalists and “suppress[ing] unflattering visuals.”

“The prolonged attempt to seal off entire cities, where hundreds of thousands of people live, has been excessive, unjustifiable and utterly counterproductive,” said a joint statement signed by the World Association of Newspapers, the Foreign Press Association of Jerusalem, the Committee to Protect Journalists, the International Federation of Journalists, the International Press Institute, and Reporters sans frontières.

“The undersigned organizations call on the government of Israel to allow the foreign media access to the cities of the West Bank. The prolonged attempt to seal off entire cities, where hundreds of thousands of people live, has been excessive, unjustifiable and utterly counterproductive.

“We furthermore call on Israeli officials to desist from public attacks on the foreign press in which irresponsible generalizations have been employed to criticize the way we conduct our business. They only undermine the freedom of the press and endanger journalists.

“We also repeat our fervent call on Israel to accredit Palestinian journalists working for the foreign press out of the Palestinian territories. The current operation in Areas A only shows, yet again, why these professionals need, for their safety, to be able to identify themselves to Israeli soldiers as journalists. The government promised to issue “territories-only” accreditations two months ago, and the promise has not been implemented. We call on the government to make good on this pledge without any further delay.

“At the same time we call on all the Palestinian factions to cease efforts to confiscate materials or intimidate journalists. Attempts to suppress unflattering visuals are utterly unacceptable. We call on the Palestinian authorities to reject such tactics unequivocally.

“The foreign press here has a proud and long tradition of excellent and unbiased journalism. Its job is to report this complicated and delicate story — a story that generates tremendous interest abroad. It is important that it be allowed to carry out this mission.”

“Les organisations signataires demandent au gouvernement israélien d’autoriser aux médias étrangers l’accès aux villes de Cisjordanie. Le bouclage prolongé de villes entières où vivent des centaines de milliers de personnes a été excessif, injustifiable et totalement contre-productif.

“Nous appelons également les autorités israéliennes à cesser les attaques publiques contre la presse étrangère. Des généralisations irresponsables ont été utilisées pour critiquer notre travail. Cela ne fait qu’affaiblir la liberté de la presse et mettre en danger les journalistes.

“Nous réiterons notre demande pressante à Israël d’accréditer les journalistes palestiniens travaillant pour la presse étrangère en dehors des territoires palestiniens. L’opération actuelle dans la zone A montre, une fois encore, à quel point ces professionnels ont besoin, pour leur sécurité, d’être identifiés comme journalistes par les soldats israéliens. Voici deux mois, le gouvernement avait promis de délivrer des accréditations “territoires seulement”. La promesse n’a pas été tenue. Nous demandons au gouvernement de remplir cet engagement sans délai supplémentaire.

“Dans le même temps, nous demandons à toutes les factions palestiniennes de cesser de confisquer le matériel des professionnels des médias ou d’intimider les journalistes. Les tentatives de ces dernières de supprimer toute image peu flatteuse d’elles-même sont totalement inacceptables. Nous appelons les autorités palestiniennes à rejeter sans équivoque de telles tactiques.

“La presse étrangère bénéficie dans cette région du monde d’une longue et fière tradition d’impartialité. Son travail est de rappporter cette situation compliquée et délicate qui suscite un intérêt énorme à l’étranger. Il est important qu’elle puisse être en mesure de poursuivre cette mission.”
