I would set the Palestinian Government and communities up, using open source and free software... employ the contracts used by Creative Commons, open up online libraries, that use books like the ones offered at Project Gutenberg...teach classes to your children using laptops and equipment exampled by the One Laptop Per Child xo sugar ... and even manufacture or assemble your own computers.

When you reinvent the generator that generates electricity...you will find that increasing the circumference of the generator's winding, allows for more area per rpm to be added as it rotates or spins around...which increases the amount of electromagnetic flux cut per rpm.
You might even be able to get General Electric or another company from some other country to assist you.
The trick for getting Water, will be using ammonia refrigeration, and also applying some of the magnetic principals and allowing people in your chemistry lab to gain what is contained in the water down to the parts per million.
You might find that the process after some thought can pay for itself in the gold platinum and other precious metals gained from getting fresh water...and can even turn some lights on.(charged + and - plastic polymer beads)
